The Locust Grove Elementary School Council met in special-called session in the library at Locust Grove Elementary School with the following members present: 1. Rick McHargue, superintendent’s designee/chairperson for principal selection, 2. James Allen, 3. Laurie Rogers, 4. Christina Collins, 5. Michelle Massey. LaTanya Collins was absent.

1. The meeting was called to order at 8:08 a.m.

2. Open public expression was called and Susan Benson, teacher at Locust Grove Elementary spoke to the Council regarding the decision for grade level assignment for the coming school year. Ms. Benson expressed her frustration at the how the decisions were reached and communicated. Ms. Benson also expressed her concerns with an email message sent to Locust Grove staff by Ms. Arnold. Ms. Benson asked for an explanation of why grade level assignments were changed. Mr. McHargue asked the Council to permit him to speak to Ms. Benson’s concerns. He explained that while the Council determines the number of teacher positions assigned to each grade level or subject area, the Council did not have authority over the assignment of individual teachers to positions; that authority rests with the principal. Mr. McHargue suggested that Ms. Benson address the concern to Ms. Arnold and, if she felt it necessary, take advantage of the procedure established in board policy to voice a grievance.

3. The Council developed draft surveys to be sent to parents and to staff members. The purpose of the surveys is to obtain input regarding the characteristics and traits desired in the next principal. This information will be used to develop selection criteria. The Council edited the drafts, approved them for distribution, and developed plans for collecting and organizing the data. The Council also developed plans for meetings with the staff and the PTA executive board to solicit additional feedback. The Council will meet to review the survey results and feedback gathered on May 7th at 2:45 p.m.

4. Having no further business, the meeting was adjourned at 10:05 a.m.
